Title: Costs of introducing configuration management tools?

I would like to gather some experience and story's from different organizations, about how configuration management (related) tools are introduced and what cost can be estimated up-front.

Then I would like to dig deeper and discuss if there are hidden costs, like productivity drop or need of extended support - and how they can be discovered and estimated.

With different organizations I mean waterfall like to agile. Where products could be in need of certification versus can be deployed to customers automatically.
