Title: What should a Configuration Manager know?

Being a Configuration Manager is very varied business and can cover many different things and tasks. But what is the core - and what is the extent of CM? Does there exist a CM-core that all Configuration Managers should know and take care of - or is CM simply a set of (partly overlapping?) activities that in some way or another contribute to a common overall goal? And what would that "overall goal" then be?
This CMCM is inspired by a number of projects on (S)CM job announcements carried out by some of the students on my CM course and on the research project on SCM Sales Pitches.
A potential outcome of the CMCM could be a revision of the syllabus and learning goals for the CM course based on ideas, opinions and feedback from the industrial CM-practitioners participating in the CMCM. Or that the participants get a better idea of how they could expand their "empire" to better help their company. Or it could even become the start of an "SCM manifesto"?
